A faculty member of the University of Science and Technology of the Philippines (USTP) has been found guilty of five counts of serious sexual misconduct, which could result in both criminal and civil charges, as well as his dismissal from government service.
In a special online meeting held on September 30, the USTP board of regents, led by Cagayan de Oro 2nd District Representative Rufus Rodriguez, passed Resolution Nos. 146 and 146-A to address the sexual harassment charges against a member of its faculty, identified as Giovanni B. Cagurin.
The board of regents’ decision came at the heels of a formal investigation that included the findings of the Committee on Decorum and Investigation regarding student-related incidents.
Resolution 146 confirms Cagurin’s guilt on five counts of grave sexual harassment, while dismissing other lesser charges due to lack of merit.
It also calls for Cagurin’s dismissal from the university and imposes severe penalties, including the revocation of eligibility for public office and the forfeiture of retirement benefits.
On the other hand, Resolution 146-A calls for mental, legal, and financial reparations for the victims. It also mandates conduct warnings for all USTP officials and staff, aiming to prevent future inappropriate behavior towards students.
In a statement issued on October 7, Rodriguez said he has contributed P100,000 to a legal fund dedicated to expediting investigations and filing criminal charges under the Anti-Sexual Harassment Act of 1995.
“This gross crime committed against our students violates their right to a safe and secure learning environment,” he said.
The lawmaker also emphasized the importance of holding individuals accountable for their actions in educational environments.

“I will work closely on this case until the perpetrator, Mr. Giovanni Cagurin, is held accountable for his crimes, and until the victims receive reparations for the physical, mental, and emotional harm they have suffered,” he said.
